2. AREAS FOR THE SETTLEMENT OF BUSINESS ACTIVITY: THE ASI OF DITTAINO

According to the online database SIFLI (Informative System of the Factors of  Enterprise Localization – www.sifli.info) of the IPI (Institute for the Industrial Promotion), concerning the areas of industrial development in Southern Italy, there are 25 industrial poles with areas available for new possible productive settings. Despite the approval of the town-planning scheme and the creation of the first infrastructures for a total extension of 2,848 hectares (28,480,000 m2), only 144 hectares (1,440,000 m2) are actually available, 10 (100,000 m2) of which  in the ASI Dittaino in Enna.

  The ASI Dittaino appears as a productive area with a multi-sectional destination, meeting the demands of productive settings of different kind, with significant advantages, first of all the low cost of acquisition of plots, one of the cheapest in the industrial areas in the South of Italy.

  The low cost for the acquisition of plots (€2.88 +IVA per square metre) combines with more positive factors playing a relevant role in the choice of a setting area, such as the short acquisition time (three months), the presence of all facilities, the accessibility of the area, the easy connection to the most important centres for sorting goods (ports, airports, railway stations), the low cost for water and energy supplying, the high quality of facilities for the enterprises, the excellent standards of safety and legality.

  For what the last is concerned, it is worth pointing out that in the year 2002 the province of Enna was placed second in the list of the safest provinces in Italy on the grounds of a survey on the quality of life conducted by the important economic newspaper “Il Sole 24 Ore”,

and confirmed this excellent position in the survey of the following year. In particular, very reassuring rates of criminality were surveyed in the province of Enna, with a very modest percentage of thefts and burglaries.

  The Area of Industrial Development (A.S.I.) in Dittaino is located in the territory of the communes of Enna (18 Km far from the city centre, where 28,954 inhabitants live) and Assoro (12 Km far from the city centre, where 5,389 inhabitants live). The area is a convergence point of the railway and motorway traffic in Sicily, favoured by the railway crossing with a goods yard, of the Palermo-Catania motorway, with a junction which is now being completed, and is connected to the Enna – Piazza Armerina – Gela clearway and to the Enna - Catania national road.

  The big cities of reference are CATANIA (312,205 inhabitants), just 64 Km far, and PALERMO (686,045 inhabitants), 147 Km far.

  The average altitude on the sea level is 280 metres. The area is classified as middle-seismic[1].

  The total extension of the area, updated to March 2004, is 310.00 ha (3,100,000 m2), of which: 180.00 ha (1,800,000 m2) are indicated in the town-planning scheme as industrial plots, 29.00 ha (290,000 m2) as productive handicraft, 26.00 ha (260,000 m2) as productive tertiary, 15 ha (150,000 m2) as facilities.

  The available area is 70 hectares (700,000 m2), of which 10 (100,000 m2) are immediately available and there is not any maximum limit for the acquisition of plots.

With regard to the town-planning legislation, the rate between the covered area extension and the total extension has to be 50%, while the distance from the borders has to be equivalent to the height of the buildings (minimum 6 metres). There are no limits to the maximum height of the buildings.

  A relevant fact of attraction is the shortness of the time for the assignment of the plots. Only three months pass after the application (to which the technical economical project of the initiative must be attached) is submitted, and the assignment is deliberated by the general director of the ASI.

  Times for the issue of the building licenses is 30-45 days for plots belonging to the commune of Assoro; about two months for those belonging to the commune of Enna. 2-5 months are necessary for the issue of authorizations, tests, permissions in order to start the productive cycle.

Industrial sheds can also be rented or purchased. In particular about 2,000 m2  of rustic buildings are available.

  For what ports and airports are concerned, the ASI Dittaino, like the whole province of Enna, refers to the ports of Catania and Termini Imerese, within easy reach by motorway A19.

CATANIA FONTANAROSSA: Km 64; PALERMO PUNTA RAISI: Km 178.

-        Railway:

Palermo – Catania Line (Railway station of Dittaino with goods yard) just 0.5 Km far.

  It is worth underlining the effort of ASI Dittaino in order to assist from the institutional point of view those enterprises willing to achieve a direct connection of their factory to the railway line.

  Actual facilities

The ASI is endowed with an auditorium providing 300 seats, with a large parking, and a professional training centre.

  INNER INFRASTRUCTURES

ROADWAY

The national road 192 crosses the Northern area of the agglomerate, skirts its North-West side and, together with the industrial road surrounding the Eastern and Southern side of the agglomerate it forms a link road. Both the streets are linked to the Palermo – Catania A19 motorway by the junction that is being completed. In the Northern area the inner roadway and the service roads for the plots have been completed.

  RAILWAY

The railway station of Dittaino, with its goods yard and with a sorting area, is located on the Northern side of the agglomerate; a railway sidetrack has been realized in favour of the factories SIPEM, IPRA and
OMB.

  ENERGY

The factories can connect directly, with their own rooms, to the ENEL line at 20 KW, serving the entire agglomerate. A middle-voltage cableway and one for telecom services has been realized in order to serve the whole area.

  METHANE GAS

The distribution network serving the entire agglomerate and adducting to the main trans-Mediterranean pipe and the decompression room have been realized and are effectively active. Because of the actual lack of the “odorization” system, only the industrial usage is allowed, while connections for civil usage and handicraft firms are not allowed.

  WATER SUPPLY AND COSTS

The drinkable water network and the accumulation reservoir with adduction pipe from the EAS aqueduct, which provides 2 l/sec, has been realized; potential availability is 10 l/sec. Another industrial water network with pipe adducting from the Nicoletti dam, which provides 10 l/sec, has been realized; further availability of 85 l/sec. The cost of drinkable water is € 0.52/m3 up to a maximum use of 130 m3 per three-month period; € 0.72/ m3  for further use. The cost of industrial water is € 0.26 m3 up to a maximum use of 1000 m3 per three-month period; € 0.08/ m3  for further use.

  SEWER SYSTEM

The system of sewer for white waters is effectively active; the sewer system for water has already been realized but is not effective yet. At the moment the factories drain in the catch basin of white waters and, then, in the Calderari stream, subject to factory water depuration.

  DEPURATION AND ITS COSTS

Two purification plants, on the right and on the left of the Calderari stream, with capacity of 750 m3/h, have been realized but are not active yet. The activation of one of the two purification plants is about to happen. No costs are ascribed for the drain of refluent waters due to the fact that factories carry out the depuration on their own.
